Before going to which version of iPads Inspect supports, we need to understand how it works.

Inspect works on current + two operating system versions, meaning if the current iOS version is 14 then Inspect will support 14, 13, and 12 versions of iOS.

It is up to Apple about which devices should support these iOS versions. Depending on which are devices supported for 14, 13, and 12, Inspect will be able to run on all those devices (depending on which feature is available in which version of iPad, for example, if you are looking for 3D Scan, then it will not be available in Inspect running on iPad mini 2, it has to lastest 202 iPad which has inbuilt LiDAR functionality.)
